The Project Horizon campus is developed in two distinct workforce phases — construction during the build, and operations during long-term running of the facility.
Construction workforce
Construction is sourced through a primary engineering, procurement, and construction (EPC) contractor, with sub-contracting drawn from regional trades.
Operations workforce
Long-term operations roles cover electrical, mechanical, HVAC, and facility-operations functions. The project is designed to staff these roles predominantly from the regional labour market.
Workforce training pathways for these roles are being developed in coordination with local technical training providers, including Midland College's Fort Stockton campus.
Workforce housing
Workforce housing is provided directly by the project, in two forms. Temporary purpose-built housing accommodates the construction workforce during the build, so that contractors are housed on or near the site rather than in the existing local rental market. Permanent housing in Fort Stockton is offered to long-term operations staff at subsidised rates.
In practice, the project provides housing for its own workforce rather than relying on the local market to absorb it.
